Why do some stalls in women’s bathrooms in England have just a hole in the floor?

In some modern women's bathrooms ("loos"), there are several stalls with standard sit-down toilets but one stall has a simple hole in the floor. It looks like it was designed that way -- the toilet fixture wasn't stolen, for example. Why the hole in the floor?
